Problem

When an agent calls t3_environment_link, a client whose session lacks access:write sees the link card with no buttons, only "Only a session that manages access here can answer this." It cannot decline the card, so the thread stays at "Input" until someone stops or archives it.

Reproduced on main a773dc38ac with the web dev server and a fresh database:

  1. Turn on Settings → Labs → Linked environments.
  2. Ask a Codex thread to call t3_environment_link with hint "buildbox". The admin session sees Decline and "Choose machine…".
  3. Open the thread in a second session paired by t3 pair with every standard scope except access:write. That session sees the same card with no actions, and nothing in it can close the card.

Change

  • clientRpcSufficientScope (packages/contracts/src/clientRpcPermissions.ts) names a scope that authorizes a call on its own, beside the call's required scopes from clientRpcRequiredScopes. It returns orchestration:operate only for a peerLinks.answerRequest whose answer is { type: "decline" }. That is the scope needed to stop the thread, which also ends the card.
  • The server RPC middleware (apps/server/src/auth/RpcAuthorization.ts) and the client permission gate (packages/client-runtime/src/state/commandPermissions.ts) both accept a call when the session holds that scope, and otherwise check the required scopes as before. So a decline needs orchestration:operate or access:write. link and use-existing answers still need access:write.
  • Web and mobile LinkRequestCard check declining and linking separately:
    • Decline shows when the session may decline.
    • "Choose machine…"/"Review link…" shows when the session may link.
    • A session that may decline but not link sees Decline and "Only a session that manages access here can link a machine."
    • A session that may do neither keeps the old note.

Scope and approval

Fixes pingdotgg/t3code#26952

Verification

  • apps/server/src/auth/RpcAuthorization.test.ts › "lets a thread operator decline an environment link request but not answer it" runs through the real RPC middleware:
    • An orchestration:operate session is refused a use-existing answer, which needs access:write, and its decline reaches the handler.
    • An [orchestration:read, access:write] session can still decline.
    • A read-only session is refused.
    • On main the operator decline fails with missing required scope: access:write. Before the access:write fallback was added (2d868cd81d), the access-manager decline failed with missing required scope: orchestration:operate. The test passes on this branch.
  • packages/client-runtime/src/state/commandPermissions.test.ts: the permission atom and authorize for a decline with operate only and with access only both allow, and with neither both deny.
  • vp run check:changed on 6d7b14f27e: format, lint, knip, graphql, typecheck (32 packages), tests and react compiler pass.
  • Real web app on 6f170c73c7, same driver on a fresh database, operator session without access:write: the card shows Decline and the new note. Clicking Decline turns the card into "Declined". The agent then replies "Buildbox remains unlinked; no further action taken." and the thread ends Done instead of waiting for input.
  • Not checked:
    • Before/after screenshots are not attached yet.
    • The current head was not run in a real client.
    • The mobile card was not run on a device.
    • A newer client on an older server shows Decline to an operator session, but the older server refuses it with its access:write error.

Approvability

Verdict: Approved at 6d7b14f

Macroscope's review found this PR approvable — Thread-operating sessions can now decline agent link cards on web and mobile without access-management permission. Creating or accepting machine links remains restricted, and declining only updates the card and notifies the agent.

Walkthrough

Peer-link declines use an input-specific sufficient scope. Server and client authorization check that scope alongside the usual requirements. Web and mobile link-request cards now show decline and link actions according to their separate permissions.

Changes: Peer-link request permissions

Layer / File(s)Summary
Decline authorization
packages/contracts/src/clientRpcPermissions.ts, apps/server/src/auth/RpcAuthorization.ts, apps/server/src/auth/RpcAuthorization.test.ts
The contracts identify decline inputs and provide an input-specific sufficient scope. Server authorization checks that scope before the usual required scopes. Tests cover permitted declines and link answers that require access-write scope.
Client command permissions
packages/client-runtime/src/state/commandPermissions.ts, packages/client-runtime/src/state/commandPermissions.test.ts
Client permission atoms include the sufficient scope alongside required scopes. Tests check decline authorization with and without the relevant grants.
Permission-aware link cards
apps/web/src/components/chat/LinkRequestCard.tsx, apps/mobile/src/features/threads/LinkRequestCard.tsx
Each card checks decline and link permissions separately. It shows each action only when its permission is available and displays explanatory text when linking is unavailable.

Full details: Title check

Explanation

The title names the main change: sessions without access-management permission can still decline an agent's environment link card. It follows the conventional commit form and matches the changeset's decline authorization and card changes. It is specific enough for a teammate scanning history. Its length (83 characters) is slightly long but acceptable.

Full details: Description check

Explanation

The description follows the repository template. It has Problem, Change, Scope and approval, and Verification sections. The Problem section gives the expected behavior and reproduction steps. The Change section explains the server, client-runtime, and web and mobile card changes and why they must change together. The Verification section lists focused tests, the check run, a real web app run, and items not checked. The Scope and approval section links issue #26952 and the fix is described as addressing it, but it does not include an explicit maintainer approval comment or explain why the fix qualifies without one. Before/after screenshots are missing for a UI change, though the author notes this. The model and harness are named.

Resolution

Consider adding the maintainer approval comment or discussion link to the Scope and approval section, and attach before/after screenshots of the web card as the template requests for UI changes.

Full details: Linked Issues check

Explanation

Issue #26952 requires clients without access-management permission to clear a pending link request while keeping linking restricted. clientRpcSufficientScope grants orchestration:operate only for a decline. Server and client authorization retain access:write for link and use-existing answers. Web and mobile cards use separate decline and link gates and show the access restriction message. Focused server and client-runtime tests cover the permission split and handler behavior.

Full details: Out of Scope Changes check

Explanation

The changes stay within issue #26952. The authorization split, web and mobile card controls, and focused tests directly implement or verify decline access without expanding link access. No unrelated change is established by the supplied summary or inspected files.

Explain how a viewer without either scope can clear the request.

When canDecline and canLink are both false, the web card shows no controls and says only that an access-managing session can answer. This omits that a thread operator can decline the request and gives the viewer no clearing guidance. Keep linking restricted to access:write, and add guidance to ask a thread operator to decline or to stop/archive the thread.

Render the link control independently of canDecline.

A session with access:write but without orchestration:operate sets canLink to true and canDecline to false. The current JSX places the link control inside the canDecline branch, so that session cannot open the link-review dialog. The pre-PR code rendered both controls when its access:write permission check passed.

Move the link control into a container gated by either permission:
