Problem

Selecting text in an assistant message shows a Cite button, but selecting text in a proposed plan card shows nothing. The plan is the assistant's answer in plan mode, split out of the message into a card, so the most important part of a plan-mode reply is the only assistant text that can't be cited.

Change

  • Proposed plan rows are citation sources: ProposedPlanTimelineRow is wrapped in the existing AssistantCitationSource, keyed by the plan row id.
  • citationSourceId resolves a citation to a message id or a plan row id, and citationProcedure.ts uses it to find, page toward, and load the cited plan. No contract or server change; history paging already matches by id.
  • The plan card expands when it is the citation target, and Collapse plan still works afterwards.
  • Works with any provider that produces proposed plans.

Scope and approval

Replaces #17249, which was closed for missing UI evidence. That evidence is now under Verification.

Existing-behavior defect rather than a new feature: citing assistant text already exists, and plan cards are assistant output that silently opts out of it. The before screenshots show the same selection on the same reply, Cite on the message and nothing on the plan. Also proposed in #16169, split out from #16216.

Verification

Dev build, demo repo, a plan-mode reply that contains a plan card followed by a short message.

Recording: select plan text, Cite, collapse the plan, then click the composer chip. It jumps back to the plan, expands it and highlights the quote, and Collapse plan still works afterwards.

Tests: MessagesTimeline.logic.test.ts and citationProcedure.test.ts (103 passed, new plan case for citation resolution). Web typecheck, lint and fmt clean on touched files. Not checked: mobile (no citation UI there) and MessagesTimeline.browser.test.tsx.

Verified in a real dev environment

verified on linux with the real dev web app, repo Playwright, /usr/bin/google-chrome, and real Codex gpt-6.1-sol turns through the local proxy. created the project and conversations through the app. no mocks, fixtures, or replay data.

reproduced on github/main (15fe283272) in a separate worktree: selecting plan text had no cite action; ordinary assistant text did. then checked the exact original head 6a9030ea37, using the same app-created conversation. plan selection, composer citations, repeated expansion/highlighting beyond the preview, and persisted citation navigation after reload worked. submitted a citation and saw Codex repeat its exact sentence. ordinary assistant citations and complete markdown downloads also worked.

found and fixed the preview-boundary bug in 59a34206d8080a0965c84204e7700f4a2fc45b90: the generated ellipsis entered citation suffix context, so an unchanged repeated quote showed a changed-text warning after expansion. the ellipsis remains visible and is excluded from citation text. restarted the dev server and reverified: both activations highlighted the first of two identical checklist items, no warning appeared, and manual collapse still worked. the fixed citation reached Codex and its exact quote appeared in the answer.

blacksmith vp run check:changed cb9629e6891ef0745772b69f09c9acd0c6a74f7e passed format, lint, knip, affected typechecks, 149 tests including 35 browser tests, and 6 scoped React compiler checks. the regression test failed before the fix and passed after it. two independent read-only reviewers approved final head cf257169c760b900fce53cb9f9bc2f03c6363e91 with no findings.

native iOS/Android, the Electron shell, macOS/Windows, other providers, remote/tunnel connections, and paging to a plan outside the loaded history window were not exercised on this linux VM.
