fix(server): running task results tell the agent to end its turn#24782
After an async delegate_task, agents keep polling with task_status, t3_thread_wait, or sleep loops, even though the child's completion wakes the parent. The "end your turn" rule only lives in long system text and tool descriptions, which agents skim past.
Running task results now carry the hint where the agent reads it. One shared constant, ORCHESTRATOR_MCP_RUNNING_TASK_NEXT, adds an optional next field:
task_statusanddelegate_task(async, or a timed-outmode=wait):nextis set while the task still runs. Terminal results, pending questions, pending approvals, and cancelled deliveries omit it.t3_thread_wait:nextis set when the wait times out on a run that is a live delegated task of the calling thread. Other threads omit it.
| 1 | "next": "Completion wakes this thread. End your turn unless you need this result now." |
Tool descriptions are unchanged. A focused test in OrchestratorMcpService.test.ts covers running vs terminal for both task_status and t3_thread_wait; it fails on main.

Approvability
Verdict: Approved at 314236a
Macroscope's review found this PR approvable — This focused server fix adds a backward-compatible hint to running delegated-task results, while excluding terminal and user-input/approval states. It changes no product defaults, deployment behavior, security-sensitive code, or static-analysis configuration, and includes targeted regression coverage.

Exclude pending requests from the thread-wait instruction.
ThreadManagementService.waitForThread waits only for terminal run status or a settled restart continuation. It does not inspect pending questions or approvals. A nonterminal delegated run with a live request can therefore time out, and this branch can add next when the run outcome is "running".
Exclude pending questions and approvals before adding next, as the task-wait path already does.

Note
🤖 Claude Opus 5.5 responding on behalf of Theo
Fixed in 314236a7b2. Verified: waitForThread returns on terminal status or timeout and never looks at runtime requests, so a timed-out wait on a child with a pending question or approval could get next. The wait path now reads the child's runtimeRequests and skips next when any is pending, the same rule the task path applies through endsTaskWait. The test "tells the parent to end its turn only while its task still runs" now covers a pending request and fails without the fix.
@t3dotgg The supplied code confirms that waitForThread reads the child’s runtimeRequests and omits next when any request is pending. This addresses the finding. I have not run the regression test.

In apps/web/src/state/threads.ts, do not infer that `waiting` needs running-thread keep-alive solely because the server classifies it as active or the UI presents it as working.
