When an ACP v2 agent runs a long command (Claude through the ACP Registry, or any agent that streams terminal_output_chunk), every output chunk re-emits the command row with the whole terminal output so far. projectAgentTerminalUpdate hands the full retained buffer (up to 16 MiB) to the tool state, and emitTool compares, serializes and persists it as a turn-item.updated event each time. Server CPU and event-store growth rise with the square of the output length.
Measured through a running server, web client and ACP agent, one command that prints 4 MiB in 4 KiB chunks on main wrote 1,028 turn-item.updated events holding 2.19 GB of payload and used 29 s of server CPU. At 2 MiB it was 549 MB and 8.6-10.7 s.
The command row only ever shows a bounded tail of that output: CommandOutputHub reads at most the last 256 KiB of the persisted output and normalizes it down to the 64 KiB display tail.
projectAgentTerminalUpdate now projects the last 320 KiB of the terminal output instead of the whole buffer. That is more than the 256 KiB the hub reads, so the hub still makes the same cut and shows the same text and "Earlier output not shown" marker. The adapter still appends every chunk to its full terminal state (agentTerminalsById); only the copy put on the command row is cut. The stored row now keeps that 320 KiB tail instead of up to 16 MiB, and that tail is also what agents get when they read the thread through T3's MCP tools.
This matches the Cursor adapter, which has kept a 256 KiB tail (MAX_CURSOR_STREAMED_OUTPUT_CHARS) for the same reason since #15094.
The mock agent gains T3_ACP_EMIT_TERMINAL_OUTPUT_BYTES, which streams that many bytes of numbered lines in 4 KiB terminal_output_chunk frames. The new test and the measurement below both use it.

New test in AcpAdapterV2.test.ts: the adapter runs the real mock agent over ACP, which streams 1 MiB of terminal output. The test checks that no emitted command row holds more than 320 KiB, and that the last one equals the final 320 KiB of the output. On main a row holds 1,048,576 chars and the test fails; here it passes.

Real app on Linux. I used production builds (vp build, vp pack) of main plus the test commit and of this branch, with fresh state for each run. The ACP Registry driver ran apps/server/scripts/acp-mock-agent.ts with T3_ACP_EMIT_TERMINAL_OUTPUT_BYTES set. Headless Chrome sent one message, waited for the turn to end and expanded the command row. CPU is the server unit's cgroup time from sending until the server went idle, covering the server and the agent. Payload is sum(length(payload_json)) over turn-item.updated.
Real-app measurements, main and this branch
Doubling the output roughly quadruples main's payload (549 MB to 2,189 MB). On this branch it roughly doubles (158 MB to 329 MB). The expanded row's full text was byte-identical between the builds at each size.
