Problem

A queued /goal message (and a bare /compact or /logout) shows an enabled Steer button, but the server always rejects steering those into an active run. Clicking Steer or pressing the steer shortcut does nothing visible, and the shortcut keeps targeting the first queued row even when it can never be steered. Fixes #22397.

Change

  • The server's steer-rejection rule moves into packages/contracts as orchestrationV2SteerRejectionReason. The server uses it, so its error text is unchanged, and the clients use it too, so the two can't drift.
  • client-runtime derives steerRejectionReason for each queued run, so web and mobile get it from one place.
  • On web, Steer is disabled on those rows and the tooltip gives the reason. The steer shortcut now steers the first queued message that can be steered, and the shortcut hint sits on that row.
  • On mobile, Steer is disabled on the same rows, with the reason as the menu subtitle and the accessibility hint.

Scope and approval

This fixes the obvious bug in #22397: the UI offers an action the server always refuses. Nothing new is added; the change reuses the server's existing rule.

Verification

  • vp test run passes for every touched test file:
    • contracts orchestrationV2.test.ts (a predicate table, including the attachment guards)
    • client-runtime threadWorkflows.test.ts
    • mobile threadQueueControlPresentation.test.ts
    • server CommandPolicy.test.ts and RestartContinuation.test.ts
    • web QueuedRunsControl.browser.test.tsx, which fails against the old component
  • Typecheck passes for contracts, client-runtime, server, web and mobile.
  • Manual check in the web app with a real Codex turn running, with /goal finish the refactor and a plain message queued behind it:
BeforeAfter
beforeafter

Before, Steer on the /goal row is enabled and carries the shortcut hint. After, it is disabled with the reason, and the plain message keeps an enabled Steer.

Not checked: the mobile change on a device or simulator. Its presentation logic is covered by the unit test above.

Approvability

Verdict: Approved at 5cdd5ec

Macroscope's review found this PR approvable — This is a focused cross-platform fix for queued command steering: it reuses the server’s existing rejection rules to disable Steer for /goal, /compact, and /logout, explain why, and route the shortcut to the next steerable message. Existing valid queue behavior remains unchanged, with targeted workflow and UI coverage added.

Walkthrough

Queued runs now carry a steer rejection reason for unsupported commands. Server validation and web and mobile controls use that reason to reject, disable, or skip steering. Shared contracts define the rejection rules for /goal, /compact, and /logout.

Changes: Queued-run steer rejection

Contracts define rejection reasons for attachment-free /goal, /compact, and /logout commands. Server steering validation uses the shared helper, and maintenance-command detection moves to contracts.
Client queue rejection state
packages/client-runtime/src/state/threadWorkflows.ts, packages/client-runtime/src/state/threadWorkflows.test.ts
Queued thread runs gain a nullable steer rejection reason computed from message text and attachments. Tests cover /goal and ordinary queued messages.

Web and mobile controls disable steering for rejected runs and display the rejection reason. The web shortcut selects the first steerable run; tests cover control state and command targeting.

Change: Bug fix · Severity of issue fixed: Medium

Suggested labels: bugfix

Suggested reviewers: juliusmarminge

Merge Risk: External image Low · up to 5cdd5

A shortcut can send an older version of a queued message while its edit is in progress. This is a narrow, configuration-dependent risk that merits owner awareness before merging.

Security architecture risk: External image Minimal · up to ecdc9

The change aligns queue controls with restrictions already enforced by the server. The reviewed paths preserve command identity and server-side validation; no material security risk was found to be introduced or worsened.

Retained concerns No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The changed selection remains scoped to the current environment and thread and promotes an explicit queued run into an explicit active run. Skipping an ineligible row does not introduce cross-environment targeting or additional provider authority in the inspected paths.

Trust Boundaries and Controls

  • observed — User-controlled message text and attachments feed client presentation, but do not replace server enforcement. The server independently applies the shared rejection rule and validates queued-run and target-run state, retaining controls against forged or stale client requests.

Resilience and Maintainability Implications

  • observed — The inspected promotion path retains thread locking, current-state validation, atomic command-plan commit and command-receipt replay handling. These unchanged controls contain concurrent queue changes and repeated requests; selecting a later eligible run does not substitute row position for run identity.

Explanation

The description includes all required sections. It explains the problem, implementation, scope rationale, focused tests, typechecks, manual UI verification with before/after images, unverified mobile testing, and the model and harness used.

Full details: Linked Issues check

Explanation

Issue #22397 requires the UI to reject unavailable Steer actions, show the server reason, and skip rejected rows in the shortcut. The shared orchestrationV2SteerRejectionReason classifies /goal, /compact, and /logout cases. client-runtime supplies the reason to queued rows. Web and mobile disable Steer and expose the reason. Web steerNext selects the first steerable row. The reported tests cover the contract rules, workflow derivation, server behavior, and web and mobile presentation.

Full details: Out of Scope Changes check

Explanation

The changes remain connected to issue #22397. The contract helper centralizes the existing server rule. The server refactor preserves the rejection behavior. The client-runtime field, web shortcut and control changes, mobile presentation changes, and related tests implement or verify the same rejection behavior. No unrelated feature is shown in the reviewed evidence.

Exclude the editing run from nextSteerable.

ChatView invokes steerNext without checking editingRunId. If the edited run is the first steerable run, the shortcut can promote it before the draft is saved.

Thanks. Not changing this here: it's pre-existing and unchanged by this PR. On main, steerNext already steers queued[0] without looking at editingRunId, and the row's Steer button isn't disabled while that row is being edited either. This PR only skips runs the server always rejects (/goal, /compact, /logout). How steering should interact with an in-progress edit is a separate behavior question (button and shortcut together), so I'd rather leave it for its own change than widen this fix.

@lnieuwenhuis Thanks for clarifying. I withdraw this finding from the PR. The edit-state concern is pre-existing, not a regression from the rejection filter.

Steering during an edit should be considered separately for both the button and shortcut. Would you like me to open a follow-up issue for that behavior question?

5Learning: In pingdotgg/t3code, steering during an in-progress queued-message edit is a separate behavior question that should consider both the Steer button and keyboard shortcut in apps/web/src/components/chat/QueuedRunsControl.tsx. Do not require an editing-state policy change as part of a fix limited to filtering commands that the server rejects.
