Automatic settlement could hide a usage-limited thread before its armed resume fired. Matching armed recovery now holds automatic settlement until reset, and the inactivity window starts again at that reset.

The settlement projection carries recovery state in both stores and uses the existing presented-run selection so newer queued automatic messages do not mask the failed run’s recovery. A small shared helper also protects the final orchestrator dispatch against recovery armed after a sweep snapshot, including equal timestamps. Manual settlement stays available. This addresses settlement only; the separate resume-worker defect remains outside this PR. Closed/merged-PR settlement may still run immediately after reset; the restarted window applies to inactivity settlement. Actual resume execution and priority are not claimed here.

Thanks @ScottN-PV for the original #18937. Contributor commits are preserved, with main merged into the branch.

Verification

Local head c74c486dd4, base ab6be13d43, headless Linux:

  • Relevant suites: 51 tests before → 51 after. Settlement service coverage consolidated from 33 to 32 cases; projection coverage stays at 10; control-read coverage grows from 8 to 9 for the actual dispatch race and manual settlement. The 42 service/projection tests produce 3 failures against main. The new dispatch regression independently fails against the old orchestrator guard.
  • Two parallel adversarial review rounds (Claude Opus 5.5 and GPT-6-Sol) found no blockers; the second rechecked the whole diff after the CodeRabbit queued-run fix. Retained the cheap final guard for equal-timestamp recovery arming.
  • The existing SQL/memory queued-notification case now checks reset + 1 ms, the exact one-day boundary, and boundary + 1 ms. Before the follow-up fix, SQL settles immediately after reset (50 pass / 1 fail); afterward all 51 pass without adding cases. A further 59 projection, control-read and recovery checks pass.
  • All 51 relevant tests and 3 targeted lifecycle cases pass. Server typecheck, targeted lint and formatting pass; two lint warnings are on unchanged orchestrator lines.
  • Running isolated server and real web client: a synthetic failed run has five-day-old activity, a reset three days ahead, and a one-day inactivity setting. Main's startup sweep persists settlement; this head leaves the thread active. Both captures use the same disposable fixture, 1280×800 viewport, and viewed thread. The after capture was refreshed at this head. Reset boundaries, queued messages and merge-triggered settlement are exercised deterministically in tests, not with live provider execution.
  • This is shared server policy for all clients and providers; no wire, provider adapter, or client-specific behavior changes.
  • Not verified: a real provider quota/reset, macOS, Windows, iOS, Android, Electron desktop, or relay/tunnel transport. The live fixture represents an already-armed recovery record and does not start a provider.

Confirmed and fixed in c74c486dd4. The SQL candidate now uses the existing usageLimitRunPresentedAsLatest helper with the same scoped executed-run/root-error/session-error inputs as the shell. Run identity, status, timestamps and background-work identity move together. Extended the existing SQL/memory queued-notification case: it failed at reset + 1 ms before the fix and now waits through the full one-day window, with 51 tests unchanged and passing. Another 59 projection checks, server typecheck, lint and two independent full-diff reviewers pass. Refreshed head live proof is in the PR body; reset boundaries and queued delivery are deterministic tests, not a claim of live provider resume execution.

@juliusmarminge Thanks for the fix. The supplied code uses usageLimitRunPresentedAsLatest and derives the candidate’s run ID, status, timestamps, and background-work identity from that run.

The reported SQL/memory regression coverage addresses settlement at reset + 1 ms and the full one-day inactivity window. I have not rerun the tests. Live provider resume remains outside this verification.
