Concurrent agent browser opens could pass the tab-limit check before their sessions existed, exceeding eight tabs per agent or 32 per server. Pending popups had the same gap, and interrupted launches could leave a session that a viewer could relaunch.

Reserve capacity before session creation and carry that reservation through browser launch. Reuse the pending-tab map for reservations, release failed opens and retain cancelled-launch capacity until the browser launch settles, and tie in-process host work to the broker caller’s scope so cancellation reaches cleanup. Existing tabs remain reusable at capacity. A newly created tab is also removed if its initial navigation or reveal fails, so failed opens cannot accumulate unseen sessions. This includes a dev server that refuses the connection or an initial navigation that times out; the agent receives the error and can open again. User-owned tabs retain their existing policy.

Rebuilt from saphid’s #18431, preserving the original commits and merging current main. The takeover removes the separate reservation map and replaces five added test cases with four behavior cases in ServerBrowser.test.ts; all 42 unrelated tests remain (47β†’46 total).

Verification: main production fails all four retained regression cases (42 pass / 4 fail); the original implementation passes three and fails interruption cleanup. The rebuild passes 119 focused tests across ServerBrowser, PreviewAutomationBroker, Manager, and SessionControl, plus server typecheck, scoped lint, formatting, and git diff --check. The first full-diff review round exposed early slot release during cancellation; the existing interruption test was tightened (45 passed / 1 failed before the follow-up, 46/46 after). The second review round caught a brief double count at the transition to a live tab; the pending entry now leaves in that same synchronous transition. Both reviewers found no correctness blockers in the third full-diff round. All 119 focused tests and server checks pass on the final revision.

Live Linux proof uses real Chromium 154 with the production ServerBrowser, broker and manager under isolated state. With session creation held until all 12 requests were submitted, before admitted all 12; after admitted eight and rejected four with tabLimit. Explicit reuse worked at capacity; closing one allowed another open, leaving eight tabs. Both service scopes closed their browser processes.

The deterministic suite covers popups, the server-wide limit, failed launches and interruption. Those cases were not repeated with real Chromium. No visual layout changes are involved, so the proof is service output rather than screenshots. macOS, Windows, iOS, Android, Electron desktop, and relay/tunnel connections were not verified.

πŸ“ Walkthrough

ServerBrowser now reserves capacity while tabs open. Active tabs and opening reservations count toward the server and per-agent limits. Agent-initiated opens and popups use a shared opening flow that cleans up failed or interrupted launches.

Changes: Tab capacity management

Layer / File(s)Summary
Reserve capacity during tab opens
apps/server/src/preview/ServerBrowser.ts, apps/server/src/preview/ServerBrowser.test.ts
Opening tabs count toward server and per-agent limits. The opening flow releases reservations when creation settles and closes manager sessions after failures or interruptions. Tests cover concurrent opens, tab reuse, failures, and capacity release.
Apply shared limits to popups
apps/server/src/preview/ServerBrowser.ts, apps/server/src/preview/ServerBrowser.test.ts
Popup adoption uses the shared opening flow and rejects popups when the opener is closing. Tests cover concurrent popup admission and closure of rejected popup pages.

Change: Bug fix

Suggested reviewers: maria-rcks, juliusmarminge

Merge Risk: 🟑 Moderate · up to e0630

Preview tab behavior is not shown to be broken, but the server typecheck fails. Forward the argument before merging.

Security architecture risk: πŸ”΅ Low Β· up to e0630

The change strengthens browser resource limits without adding permissions or access paths. Risk is low, with remaining uncertainty around cleanup during partial browser setup and interruption.

Retained concerns No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred β€” The relevant failure-containment boundary is browser resource consumption within one server-browser instance. Concurrent agent requests and page-generated popups reach the same page-creation sink; reservations now account for these admitted opens across agents before asynchronous session and browser work completes.

Trust Boundaries and Controls

  • observed β€” Ordinary opens pass request.agentSessionId as automationOwner, while popup ownership is inherited from the opener. Page creation continues to initialize SessionControl from that owner and retains the existing profile and isolated-context selection. The reviewed changes do not introduce a different identity source or browser privilege grant.

Resilience and Maintainability Implications

  • inferred β€” A setup rejection after page allocation but before tracked-tab publication can leave an untracked page: creation performs fallible CDP and rendering setup without a local cleanup guard, and Manager.close only removes session state. This mechanism exists in both base and head; no increased exposure from this PR was established. It limits assurances about actual Chromium-page containment under partial setup failure.

Hardening Proposals

  • proposed β€” Extend explicit page and context cleanup ownership from allocation through successful tab publication, with fault injection after page allocation to validate containment. This would address the pre-existing partial-setup gap, not a demonstrated regression introduced here.

Approvability

Verdict: Needs Human Approval

Macroscope's review found this PR requires human approval β€” The PR substantially changes production preview-tab admission, popup handling, cancellation propagation, and browser/session cleanup across concurrent asynchronous paths. Despite focused regression tests, the lifecycle and capacity-gating changes are broad enough to warrant human review.

openTab now runs PreviewManager effects with Effect.runPromise inside the ServerBrowser service constructor. Could this helper keep manager.open and the failure cleanup in an Effect pipeline (including a scoped reservation), converting to a Promise only at the Playwright popup callback boundary? This preserves the service's typed failure channel rather than introducing another imperative runtime boundary in domain logic.

No longer relevant as of 31f32d40c5dde05778dd899d35f540b341b84050

Done in 31f32d4. openTab is now an Effect pipeline with a scoped acquire/release reservation and failed-launch cleanup inside it. It converts to a Promise only at the Playwright popup callback and the existing automation handler boundary. Behavior and the regression tests are unchanged (40 passed).

🎯 Functional Correctness | 🟠 Major | ⚑ Quick win

Pass the CDP target through the wrapped newCDPSession.

The newCDPSession function in makeContext takes one required target parameter. Line 1421 calls newCDPSession() with no argument. This causes TS2554: Expected 1 arguments, but got 0, and the tsc-rs --noEmit step in CI fails. Accept the target argument in the wrapper and forward it. The runtime result does not change: popup.page is not contexts[0]'s page, so makeSession still gets no frame argument.
