Problem

A thread asked to merge pull requests gets settled by its own work. The agent merges the PRs, links each one to the thread with the MCP link tool, and keeps working: waiting on CI, reporting back. When its turn ends, settle-on-merge sees every linked PR merged after the user's last message and settles the thread right away, while a background command is still going to wake the agent. The thread then sits under Settled while it is still working.

The rule treats "a linked PR merged" as "this thread's work shipped". That holds for a PR the thread opened, or one linked while it was open. It does not hold for a PR that was already merged or closed when it was linked. That link is only a record of work the thread did.

Change

ThreadSettlementService now leaves out links whose PR was already terminal when the link was made (mergedAt/closedAt before linkedAt). The sweep still skips the branch PR lookup for any thread with visible links, as before. That lookup reads the legacy linkedPullRequest reference first, which can point at one of the excluded links. A thread whose only links are records therefore settles on inactivity alone.

Unchanged: a PR linked while open (created, manual, agent, stack) still settles the thread when it merges or closes, and unsynced links still hold settlement. Background shell commands still do not hold settlement. That rule exists so a dev server left running does not keep a thread active, and changing it is a separate decision.

Scope and approval

A small, focused fix for an obvious bug, with no prior issue: an automatic rule settles a thread in the middle of the work the user asked for. The change is confined to how settlement reads existing link data. There is no new setting, no contract change, and no client change.

Verification

  • vp test run apps/server/src/orchestration-v2/ThreadSettlementService.test.ts: 30 passed. One new test covers a merged PR linked after its merge, which does not settle the thread, and a PR linked while open and merged later, which still settles it. It fails when the filter is disabled. A second covers a record link that is also the legacy linkedPullRequest: the sweep neither looks it up nor settles the thread. It fails if linked threads are routed to the branch lookup.
  • tsc --noEmit for apps/server: no errors. vp lint on the changed files: clean.
  • Manual, isolated dev server: a thread created before a real, already-merged PR, then that PR linked through the Link pull request dialog. The thread fixture was backdated in the dev database. The link, PR sync, and settlement ran through the app.
    • Before: the thread settled within about a second of linking.
    • After: PR synced as merged, and the thread was still active 75 seconds later, through at least one settlement sweep.
    • The manual check ran on the first commit. The follow-up only keeps linked threads out of the branch lookup, which this scenario does not depend on.

Approvability

Verdict: Approved at 65cafe5

Macroscope's review found this PR approvable β€” This is a narrowly scoped server bug fix that prevents already-terminal pull requests from settling active threads, with targeted regression coverage and no schema, default, deployment, or sensitive-path changes. Existing linked-pull-request behavior remains unchanged for normal workflows.

Thread settlement now filters pull-request links by snapshot state and link and terminal timestamps. Tests cover settlement outcomes and worker behavior for pull requests linked before and after they merge.

Tests cover resolution timing and verify that an already-merged linked pull request triggers neither a settlement command nor a summary lookup.

Merge Risk: βšͺ Minimal Β· up to 65caf

The previously identified path that could settle a thread after linking an already-merged PR is blocked. No actionable merge-blocking risk remains after normal checks.

Security Architecture Review

Security architecture risk: πŸ”΅ Low Β· up to 65caf

The change is narrowly scoped, but two eligibility checks disagree. Threads with only historical pull-request links can miss branch-based settlement and associated cleanup. No new external access or privilege expansion was identified in the inspected changes.

Retained concerns

  • Low Β· architecture Β· inferred: Historical terminal links are excluded from settlement decisions but still prevent branch lookup. A thread containing only those links can miss completion through its branch PR and defer the settlement-triggered cleanup lifecycle. Repeated sweeps retain this discrepancy until another settlement condition or link change applies.
Security review details

Security Blast Radius

  • inferred β€” The demonstrated effect is on lifecycle decisions for threads containing late-linked terminal PRs and their thread-scoped cleanup. The inspected diff does not expand script authority, credential access, or cross-project dispatch.

Trust Boundaries and Controls

  • observed β€” Existing merge-event handling matches project, repository and PR number before using the event's terminal outcome. Automatic settlement carries the thread snapshot timestamp, and the command handler rejects newer live state or an explicit override. These identity and stale-state controls remain unchanged.

Resilience and Maintainability Implications

  • observed β€” Settlement and lookup failures are logged and contained, while interruption is propagated. Periodic sweeps provide subsequent attempts, but repetition alone cannot recover branch lookup while a historical link remains visible.

Exclude ignored PR references from settlement lookup.

A pull request linked after it merged can remain in thread.linkedPullRequest. Its terminal link is excluded by settlementPullRequestLinks, but pullRequestFor still selects that reference and returns its terminal summary. resolveAutoSettlementAt can then settle the thread from that summary.

Ensure that pullRequestFor ignores references whose corresponding link is excluded by settlementPullRequestLinks before passing a result to resolveAutoSettlementAt.

βœ… Confirmed as addressed by @Zeus-Deus

Confirmed and fixed in 65cafe587a. The sweep now skips the branch lookup for any thread with visible links, as it did before this PR, so pullRequestFor never reads a legacy linkedPullRequest that points at an excluded link. A new worker test covers that case: a record link that is also the legacy reference is neither looked up nor settled. It fails if linked threads are routed to the lookup again.

@Zeus-Deus Thanks for the fix. The restored visibleThreadPullRequests guard keeps threads with visible links out of the branch lookup. This prevents pullRequestFor from reintroducing an excluded link through linkedPullRequest.

The worker test you described covers the reported bypass.

  • fix(server): keep linked threads out of the branch pull request lookup65cafe5
Synced from GitHub

Re Macroscope approvability: the linkedPullRequest path it describes was real. Fixed in 65cafe587a. Linked threads stay out of the branch lookup, so an excluded link can no longer reach resolveAutoSettlementAt through the legacy reference, and a worker test covers it.
