PR watching was the biggest GitHub rate-limit consumer on the fleet. Over Oct 3 to 5, 61% of all watch wakes (2,589 of 4,209) said "could not read it". The cause was a loop. Every watch read its PR once a minute per thread, at about 3 gh calls each. That used up the shared GitHub quota. The watches then hit the rate-limit pause, gave up after 15 minutes, and woke agents that watched again right away. One box (cup2) had 457 give-ups in one hour, and the shared quota stopped watches on 5 machines at once. Read-only Sol reviewers also watched their parent's PR, so one PR could be read 8 to 22 times a minute.

What changes:

  • One read per PR per pass. All threads in a project that watch a PR share it.
  • Every 2 minutes instead of 1. A PR with nothing in flight is read only when its sync snapshot moves (state, updatedAt, check rollup, mergeability, review decision, draft). There is also a 10-minute backstop for news the snapshot cannot show, like an edited bot review. Running checks, unknown mergeability, or an incomplete comment read keep the PR on the 2-minute cadence.
  • A rate limit never ends a watch. The host pause refuses reads without making a request, so waiting is free. A watch now gives up only after 8 failed reads in a row that are not rate limits.
  • Subagents cannot watch. Their parent thread owns the PR, and the MCP tool tells them so. Watches left on subagent threads end on the next pass.
  • Archiving ends watches, the same as settling. An archived thread cannot start a watch.
  • A PR saved as closed can be watched. It may have reopened, which is the idea from #15741 made smaller. The first read ends the watch if the host still says closed, and a closed PR now tells the agent that watching stopped.
  • #15804's re-wake on a new passed check now fires only for required checks. Without this, advisory bots that add passed checks would wake the agent again and again in repos with no required checks.

Rough cost for one PR, before and after:

  • Before: 3 calls a minute for each watching thread, so 180 calls an hour per thread, and more than 1,000 an hour with sibling reviewers.
  • After: about 90 calls an hour while CI runs, and about 20 an hour when the PR is quiet, however many threads watch it.

Builds on #16204 (merged).

Proof: new runtime tests cover these cases:

  • 20 rate-limited passes, with no give-up, no wakes, and one read per pass shared by two threads
  • a "checks passed" wake for both threads
  • a quiet pass that makes no request
  • a 10-minute reread that finds the PR closed, ends both watches, and tells both agents

Further tests cover archive ending and refusing watches, subagent refusal in the MCP handler, the closed-PR watch, and the required-only re-wake. The related suites pass (136 tests in 6 files), and the server typecheck is clean.

A watch created in the same millisecond as the prior successful group read is not read immediately, so it remains unevaluated until the snapshot changes or the ten-minute quiet reread. Because the initial-read check uses > against last.at, startedAt === last.at fails the check; use >= (or track a distinct watch generation).

Fixed in 2359cc99c9. I didn't use >=: under a frozen clock, every pass would read again. The last read now records which watches it evaluated (thread plus startedAt). Any watch outside that set gets its first read on the next pass. The shared-read runtime test now starts a third watch on the quiet PR and asserts one extra read plus a "checks passed" wake. It fails with the old > comparison.

Approvability

Verdict: Not approved

Macroscope's review found this PR not approvable β€” This PR changes production pull-request-watch defaults and substantially rewrites scheduling, grouping, caching, failure handling, and thread lifecycle behavior. The runtime blast radius is broader than a self-contained fix, and the supplied Medium-severity cache-dispatch finding remains a blocking review signal under the repository threshold.

Walkthrough

Pull request watches now enforce ownership and thread-state rules. The reactor checks each pull request every two minutes, shares reads across its watches, and applies updated quiet-read, rate-limit, and failure handling.

Watch requests reject subagent threads and merged pull requests; closed pull requests can be watched. Settled or archived threads cannot start watches, and archiving clears existing watches. Thread projections and test fixtures now include lineage. Tool and user documentation describe the updated watch rules.

The reactor groups watches by pull request and shares reads and comment pagination. It skips eligible quiet reads, handles rate limits without incrementing failure counts, and stops watches after eight consecutive read failures or when a pull request closes. Check-gate growth triggers a passed-check update only when required checks exist.

Fixed in fb26b8ab19. eachTarget now succeeds with whether every step landed. The count is cleared only when all give-up stops land, so a failed stop is retried on the next failed read. I didn't drop the delete entirely: a watch restarted before the next pass would then inherit a count at the limit and end after one failed read.

Invalidate the group cache when a target update fails.

A quiet read marks every target evaluated before record dispatches its update. If the dispatch fails, eachTarget catches the error but leaves the cache intact. The next sweep can then skip that target until the ten-minute reread, delaying its wake. Delete the group’s cached read in this catch so the next sweep retries it.

Include projectId in the watch-group key.

threadPullRequestKeyOf groups by host, repository, and PR number. readGroup uses the first target’s projectId for both reads. When two projects resolve the PR through different matching checkouts, a persistent non-rate-limit failure in the first context can stop every watch in the group after eight failures, including watches whose own project could read it.

Fixed in 9d0ba37c61. The group key now includes thread.projectId, so each project reads through its own checkout and fails on its own. Sibling threads in one project still share a read, and that was the fan-out case seen on the fleet.

@t3dotgg Thanks for the clarification. The supplied code includes thread.projectId in the group key. This isolates reads and failure counts by project while preserving shared reads for sibling threads in one project.

5Learning: In apps/server/src/orchestration-v2/PullRequestWatchReactor.ts, PR watch reads must be grouped by projectId and pull-request identity because each project reads through its own checkout. Sibling threads within one project should share a read; this is the intended fan-out case.

A successful host read is cached even when a target's record dispatch fails, so that target's watch update is skipped on later passes for up to ten minutes. eachTarget only logs the failure after lastReads has been populated; retain the cache only when every target dispatch succeeds, and clear it otherwise so the group is retried.
