## Problem

Updating everything delayed this app's restart. Tool updates also queued behind unrelated installers and repeated discovery work.

## Change

Choose updates in device dropdowns, with versions below each title. This app restarts first, selected T3 connections update next, and tools run last. Resume is on by default and follows saved settings.

Independent tool instances can run together. Matching version lookups share one request, and each tool update now saves one fresh ownership scan. Connection updates fetch the archive and checksums together. WSL startup runs one full runtime check instead of two.

## Scope and approval

Maintainer direction and scope approval is pending; no approved discussion is linked.

## Verification

- `vp run check:changed`: 574 tests across 35 files, all 29 package typechecks, format, lint, knip, and GraphQL checks passed.
- Regression tests cover ordering, cancellation, cache invalidation, changed provider settings, runtime repair, and failed-install cleanup.
- Linux scratch runs used a real release. Full update-time gains remain unmeasured; Windows and macOS installs were not tested. Native app installs were mocked. Resume OFF is unavailable with running WSL backends. Damaged resume-policy state fails closed with repair steps.
