Adds a daily `actions/stale` run scoped to issues labelled `needs more info`: no reply for 7 days closes the issue as not planned with a short message; any comment removes the label and resets the clock. Pull requests are excluded (`days-before-pr-stale: -1`).

Why: the issue triage flow asks reporters for missing details and labels the issue; the timeout belongs in CI, not in the triage agent.
