Refreshes `.repos/alchemy-effect` to the exact [`v2.0.0-beta.76` release](https://github.com/alchemy-run/alchemy-effect/releases/tag/v2.0.0-beta.76), matching the dependency upgrade at the bottom of this stack. This layer contains only upstream reference files.

Imported the tagged Git tree directly because historical subtree metadata is missing, then verified that the resulting directory tree hash equals upstream [f69bc54](https://github.com/alchemy-run/alchemy-effect/commit/f69bc5405a0da7659269a9f5b9cb41ba1c526ca9). No hand edits or runtime imports from the reference repository.
