[Bug]: iPad composer stays lifted when the keyboard is made floating#31223

Steps to reproduce
- On an iPad, open a thread and focus the composer.
- Make the iPadOS keyboard bar float, so it collapses to the small pill at the bottom right.
Expected behavior
The composer moves down to the bottom of the screen, since the keyboard no longer takes that space.
Actual behavior
The composer keeps the position it had above the docked keyboard, leaving an empty area below it, with only the small keyboard pill at the bottom right. Switching away from the app and back twice (Alt-Tab twice) puts the composer where it belongs.
Impact
Part of the screen is wasted, and the composer stays out of place until the app is switched away from twice.
