### Before submitting

- [x] I searched existing issues and did not find a duplicate.
- [x] I included enough detail to reproduce or investigate the problem.

### Area

apps/web

### Steps to reproduce

1. On 0.1.0, open a thread and start a turn that streams for a while.
2. While the turn is running, scroll up in the timeline over plain chat text (no inline HTML render involved) to read earlier messages.
3. Keep reading while the turn produces output.

### Expected behavior

Scrolling up while a turn is running turns off live-follow, and the timeline stays where I scrolled until I scroll back to the end or press the scroll-to-end pill. This is how it behaved after #5566 fixed #4668.

### Actual behavior

The timeline keeps snapping back to the bottom while the turn is working, so you can't read earlier messages until the turn finishes. It started after updating to 0.1.0, so it looks like a regression of #4668.

This differs from #17056: that one only happens with the pointer over an `html_render` frame. Here the pointer is over ordinary chat text.

### Impact

Major degradation or frequent failure

### Version or commit

0.1.0 (desktop app and server)

### Environment

macOS 26.6.2, T3 Code (Beta) desktop app 0.1.0, connected to a local 0.1.0 server (`t3 serve`)

### Workaround

Wait for the turn to finish before scrolling up.
