[Bug]: background task bar disappears during agent activity#19307

Steps to reproduce

1. let an agent start some background process
2. When the bar with the process appears above composer send a new message to the agent
3. observe the background task bar

Expected behavior

The bar should be shown no matter what the agent does because the process is running.

Actual behavior

The bar is hidden when agent is working and re-appears when agent is in idle again.
