fix(mobile): only the Duo minimizes the thread header

Other iPhones and the iPad keep the header fixed. On the Duo, screens
that don't opt in pass "never", since Screens t3.37 now hands the system
default (minimize on scroll down) a registered scroll view on every
workspace route.
