test(server): reproduce Codex permissions profile loss after a Full access round trip (#20266)

These tests reproduce #20266: when thread/start reports a user-defined
activePermissionProfile, Auto turns must select it with `permissions`
instead of a legacy sandboxPolicy, so Auto -> Full access -> Auto keeps the
profile's .env deny entries.
