```
test(web): resize wait reads its baseline synchronously; rule flags timers as Promise executors
CodeRabbit review on #22561: nextResize captured its baseline in the first observer callback,
which can already see the expanded size if the click lands first, leaving the wait pending. And
`new Promise(setTimeout)` slipped past the rule because only requestAnimationFrame was checked
as a pass-through executor.
