fix(ci): release smoke and SwiftLint cover the t3-highlights module

Release Smoke installs from a copy of the workspace manifests, which lacked the
new module's package.json, so the lockfile resolve failed on its file:
dependency. SwiftLint only lints listed module folders, so the module's Swift
went unchecked.
