fix(source-control): GitCafe keeps failures it cannot rule out as stale

Only check runs with numeric ids replace an earlier same-name run; commit
statuses and runs without an id are all kept, so no failure is hidden.
A check listing cut off at the page limit takes its state from GitCafe's
counts instead of claiming the partial listing passes.
