fix(server): live cleanup rules still apply when deletion cleanup is off

A deleted parent only takes over its subagents' worktree when its project
removes worktrees on delete; otherwise the surviving subagent stays the
candidate and its age, settle and merge rules apply. A subagent that just
settled under a deleted parent also keeps the settle-script grace.
