fix(desktop): a connection catalog orphaned by a lost safeStorage key no longer blocks saved environments

When Electron regenerates its os_crypt key, the catalog can never be
decrypted again and every read failed, so targets could not be listed or
added. Reads now copy the old ciphertext to a content-named
.undecryptable backup, warn, and return empty; the next save re-encrypts
with the current key. If the backup cannot be written, the read fails
and the catalog stays untouched.
