fix(web): background provider updates stay out of the way in clients

Update state records whether an install was manual or background.
Background progress, success and unchanged results stay out of the
sidebar and mobile settings, and failures show neutrally. The launch
toast follows a background install that starts, and settings updates
check the destination's permissions. Docs note that ACP agents are not
updated automatically.
