fix(source-control): resolve SSH aliases in PR checkout and inbox

Cache successful SSH hostname lookups for 30 seconds and retry failures
immediately. Preserve matching remote names during checkout and resolve
aliases before applying inbox host filters.

Add regressions for checkout routing, filtered inbox results, cache expiry,
cache keys, and failed lookups.
