A stop/start after the repeated-start-failure dialog kept the old streak,
so the next crash loop never surfaced a dialog. Stop now resets it, with a
regression test.

The issue-10517 capture fixture now bounds every synchronous helper call
at 30s, so a hung xdotool/import raises into the restoring finally, and
restores the server entry even when restoring main.cjs fails.
