fix(web): storage row press tracking compiles under React Compiler

React Compiler does not support logical assignment operators, so the
`??=` in the row's pointerdown handler made it skip StorageSettings and
failed reactCompilerCoverage.test.ts in CI. Use an explicit null check
with the same semantics.
