An agent auto/steer send to a tool-interrupting session was converted to a
queued run before the Stop guard could reject it. With no earlier queued
runs the new run carried no hold, so it started on its own once the stopped
provider terminalized. Skip the queue conversion when Stop already reached
the target run so the existing stopping rejection stays authoritative.
