test(server): add runtime driver for explicit steer evidence

Spawns an isolated server from any checkout, starts a real Claude turn, and
sends an explicit Steer or Restart once the active attempt's provider turn is
running. The JSON transcript records the observed state at dispatch, where the
message landed, and every run, so two builds can be compared directly.
