Replace the snapshot-replacement repair. Every Stop now asks the server for
each locally pending background item through the existing getTurnItem RPC and
settles only the items the server reports finished. It runs whether or not the
interrupt was accepted or produced an event, keeps loaded history and events
that land during the lookup, and never infers status from a bounded window.
