feat(claude): global idle compaction default with per-instance override

Settings > General keeps a Compact idle threads select (When you return,
Before the cache expires, Never). Each Claude instance defaults to "Use
default" and can override it. The legacy beta boolean decodes into the new
mode, so anyone who enabled it keeps compacting before the cache expires.
