fix(web): ground the question header with a subtle band

Eyebrow + question sit on a full-bleed bg-foreground/3 band that reaches the banner surface's edges and rounded top corners, ending 10px below the question; options start 6px below it. The panel cancels the banner's px-1 and the scrollbar keeps its previous inset so all measured edges are unchanged. Tone ladder: panel < header 3% < selected row 8%. Mobile mirrors the band per question.
