test(server): runtime evidence driver for PR detail check fallback

Drives the real server's pullRequests.detail RPC against a stubbed
GitHub Enterprise forge, one pull request number per fixture row, and
records the stub requests and the client-received detail or error.
Recordings were captured against 6a346ccad1 (after) and 8d3b061121
(before, touched source files swapped in).
