refactor(web): sidebar list markers and draft rows live in their own files

Move the sortable shelf headers, drag boundaries and placeholders into
sidebar/SidebarListMarkers.tsx and the unsent-draft rows into
sidebar/SidebarDraftBlock.tsx. No behavior change.
