docs: keep internal guides focused on architecture

Internal guides had become feature inventories and copies of code. Rewrite them around architectural decisions, cross-component constraints, and implementation traps; move setup procedures into operations runbooks and remove redundant pages.

Add documentation rules for both audiences and update navigation and moved build-prerequisite references.
