fix(codex): record Stop acknowledgements for late descendants

Stop's late-descendant pass now marks each turn whose turn/interrupt
Codex acknowledged, so a nested turn left with an unconfirmed 429 stop
is published idle rather than errored once Stop confirms it stopped.
