fix(codex): settle 429 descendants after their interrupt finishes

The deadline finalized stopped descendants with the time it captured
before interrupting the root. A nested turn that started while that
interrupt was in flight then completed before it started. Descendants
now settle at the time their interrupts finished, as the bounded wait
already does.
