Refactor draft thread lookups and cache persisted draft state

- replace `read*` draft selectors with `getDraftThread`/`getDraftThreadByProjectId`
- centralize persisted localStorage parsing/caching in `composerDraftStore`
- make ChatView fallback read persisted attachments from in-memory store state
