fix(prs): typed qualifiers filter mobile PR search and sync the draft menu (#19934)

Mobile now parses GitHub-style qualifiers (draft:, label:, author:, review:, status:, namespaced labels) out of PR search through the shared client-runtime parser, and Filters → Draft on web and mobile reflects and replaces a typed draft: qualifier.
