feat(web): a compaction T3 Code started shows in the working row

While a /compact turn, the automatic idle compaction or a compaction on
return runs, the working row reads "Compacting before the cache expires…",
"Compacting after 1h 12m idle…" or "Compacting context…" instead of
showing a working timer and a live divider. The divider appears once the
compaction finishes. A provider's own mid-turn compaction keeps its live
divider, since the working row is often off screen by then.
