fix(server): background server restarts wait for first installs and stop at a protocol change

A managed Codex or Antigravity install downloads inside the server, so a restart would throw it away; the restart now waits for it. Once a release needs a newer client protocol, later releases do too, so the updater stops downloading them instead of keeping a copy of each.
