test(server): reproduce issue 23151, slow SessionStart hook fails Claude open

Tests reproduce issue 23151: a Claude Code SessionStart hook that runs past
90 s makes ClaudeAgentSdkQueryRunner.open fail with "Claude Code did not
answer the MCP server registration."
