fix(server): queued runs and incompatible releases no longer stall background updates

A queued run held by a usage limit kept the update window closed until the
limit reset; queued runs are covered by their live run or by the admission
permit a starting turn waits for. A latest version marked broken or
unsupported is no longer attempted in the background.
