Add t3code/no-frame-waits-in-browser-tests for apps/web browser tests. It
rejects requestAnimationFrame waits, real timers inside Promise executors,
transitionend/animationend listeners, direct vi.useFakeTimers, and partial
toFake sets. Existing tests now assert through expect.element/vi.waitFor,
step mocked frames, or advance the full fakeTimers() clock.
