fix(web): render custom-answer options as downward hints

Custom-answer entries stay at the bottom without selection, shortcut, hover, or focus behavior; the number slot becomes a down arrow toward the answer input. Mobile mirrors the static row and both clients ignore the marker when resolving selections.
