Add the t3code/no-real-time-wait-in-tests lint rule. It reports
Effect.sleep/Effect.delay/Schedule waits on the real clock, it.effect
sleeps in files that never drive the TestClock, and promise-wrapped or
timers/promises timers. Replace the existing waits with awaited
milestones, event-stream projection waits, worker drains, and TestClock
adjustments.
