fix(web): keep paste intake React Compiler friendly and composer open while preparing

React Compiler cannot compile try/finally without catch, so placeholder
cleanup now runs inline right before the draft insert, with compression
failures returned as values. Preparing images also count as expanded
chrome, so the composer cannot rest and hide a placeholder that is still
blocking send.
