feat(web): clearer pending question hierarchy with keycap selection

Pending questions rendered the question and its options as one undifferentiated block of body text: transparent rows, a detached shortcut number on the right, and no divider. Demote the question to smaller secondary text, separate it with a hairline, and give each option a vertically centered number keycap that swaps to a check when selected, with only a slight row darkening. Mobile gets the equivalent treatment.
