fix(web): /compact with instructions no longer runs a bare compaction first

With the Compact chip on, sending `/compact <instructions>` queued a bare
`/compact` ahead of it, so the first compaction ran without the instructions
and the user paid for two. Compact-before-send now skips any `/compact`
command, with or without arguments.

Fixes #20222
