test(lint): catch bracket-access skips and options-first timeouts with a referenced callback

Macroscope review on #22560: `it["skip"](...)` bypassed the quarantine check because every
computed key was skipped, and `it(name, { timeout }, run)` passed when the callback was a
reference instead of an inline function.
