fix(client-runtime): bound Stop's turn item lookups

Stop holds the thread's serial command key while it reconciles pending
work, and a getTurnItem request the server never answered held it
forever. Each lookup now gives up after 10 seconds and treats the item
as unanswered, leaving it pending while answered items still settle.
